Two points matter from the start. First, the PGWP is a once-in-a-lifetime permit. You cannot collect two of them, so it is worth getting the application right the first time. Who is eligible for a PGWP in 2026?
Eligibility rests on a short list of conditions, and you have to meet all of them. Missing even one is usually fatal to the application.
You must have completed a program of study that was at least eight months long at a PGWP-eligible Designated Learning Institution (DLI). - Graduates of a university bachelor’s, master’s, or doctoral degree program need Canadian Language Benchmark (CLB) level 7 in English, or the French equivalent (NCLC 7), in all four skills: reading, writing, listening, and speaking.
- Graduates of college and other non-university programs need CLB 5 in English, or NCLC 5 in French, in all four skills.
As a rough guide, CLB 7 on English usually lines up with an IELTS General Training score of around 6.0 in each of the four bands, and CLB 5 sits lower than that. These are approximate. The field of study requirement applies only to graduates of non-degree programs, meaning college and similar programs rather than a bachelor’s, master’s, or doctoral degree. It kicks in for students who applied for their study permit on or after 1 November 2024.
If you fall into that group, your program has to be tied to a field of study linked to occupations facing long-term shortages in Canada. IRCC publishes a list of eligible CIP codes, and your program’s code has to be on that list either when you apply for the study permit or when you apply for the PGWP.
