Can Pakistani Students Study in Canada Without IELTS? (2026)

Yes. IRCC does not require IELTS for a Canadian study permit, and it never has. The language test is set by the university or college you apply to, not by the visa office. That distinction matters more than ever in 2026, because the Student Direct Stream that once forced every Pakistani applicant to sit IELTS closed on 8 November 2024. Today the rule is simple: satisfy the school’s English requirement, whatever form that takes, and your study permit application stands on funds, documents and intent instead.

Does IRCC actually ask for IELTS?

No. Read the official eligibility page for a Canadian study permit and you will find five conditions, none of which mention English. You must be enrolled at a Designated Learning Institution, prove you have enough money for tuition, living costs and return travel, obey the law and provide a police certificate if asked, be in good health and complete a medical exam if asked, and satisfy an officer that you will leave Canada when the permit expires. That is the whole list, and it was last reviewed on 26 January 2026.

So where does the IELTS myth come from? From two places. The first is the old Student Direct Stream, which really did demand a fixed score. The second is the universities themselves, which almost always want proof that you can follow lectures in English. Students conflate the two and assume the visa office is the gatekeeper. It is not.

Tip: When a consultant tells you a Canadian study permit “requires 6.0 in each band”, ask which government page says so. There isn’t one. That figure came from the Student Direct Stream, which no longer exists.

What changed when the Student Direct Stream closed?

The Student Direct Stream was a fast-track route open to Pakistan and thirteen other countries. It promised quicker processing in exchange for a rigid document set: a paid first year of tuition, a Guaranteed Investment Certificate, and an IELTS Academic score of at least 6.0 in every band or the equivalent in French. IRCC stopped accepting SDS applications on 8 November 2024.

Everyone now applies through the regular study permit stream. Two things follow from that. You lose the guaranteed speed, so build extra weeks into your plan. But you also lose the fixed band-score wall, which opens the door for students whose writing band sat stubbornly at 5.5 while everything else was fine.

The GIC is no longer compulsory either, though many applicants still open one because it is a clean, verifiable way to show settlement funds.

Which English proofs do Canadian institutions accept instead?

This is the part that decides whether you can genuinely skip IELTS, because the school sets the bar. Common alternatives include:

  • Duolingo English Test. Hundreds of Canadian universities and colleges now accept it for admission, including several large public institutions. It is cheaper than IELTS and you sit it at home.
  • PTE Academic and TOEFL iBT. Widely accepted, and often easier to schedule in Lahore or Karachi at short notice.
  • Medium of Instruction letter. Some institutions waive testing if your bachelor’s degree was taught and examined entirely in English. Policies vary sharply, so confirm in writing before you rely on it.
  • Conditional admission with a pathway programme. The school admits you, you complete an English for Academic Purposes course on campus, then you move into your degree.
  • Institution-run English placement tests. A handful of colleges run their own assessment online.

Be careful with the Medium of Instruction route. Pakistani MOI letters get refused fairly often at competitive universities, and an admission built on a shaky waiver can unravel later. If your target school accepts Duolingo, that is usually the safer path than arguing for an exemption.

Is applying without IELTS harder than applying with it?

Honestly, it can be. Not at the visa stage, but at the assessment stage. Here is the comparison worth understanding:

With a strong IELTS score: your file carries an internationally recognised, hard-to-dispute signal that you can study in English. Officers see thousands of these. It reduces one source of doubt about whether you are a genuine student.

Without any test: your admission letter has to carry that weight alone. If a visa officer looks at a Pakistani applicant with no English evidence, admitted to a programme with an unclear language policy, the “genuine student” question gets a little louder. It is not fatal, and plenty of students are approved this way. But the rest of your file needs to be tidier.

What does IRCC check instead of a test score?

Money, mostly. And it is the number that has moved hardest in recent years.

For applications submitted on or after 1 September 2025, a single student going anywhere outside Quebec must show CAD 22,895 for first-year living expenses. That figure sits on top of tuition and on top of return airfare. It is more than double the CAD 10,000 that was frozen in place for years, and it replaced the CAD 20,635 that applied between January 2024 and August 2025.

If family come with you, the requirement climbs: CAD 28,502 for two people, CAD 35,040 for three, and CAD 42,543 for four. IRCC reviews the table annually, so check it again before you submit.

Acceptable proof includes four months of bank statements, a GIC, an education loan, a scholarship letter or a sponsor letter with supporting documents. The government fees themselves are modest by comparison. The study permit costs CAD 150 and biometrics cost CAD 85, both current on the IRCC fee list as of 2 July 2026. You will also need a Provincial or Territorial Attestation Letter from your institution.

How a Pakistani student applies without IELTS

  • Shortlist by language policy first. Filter DLIs by what they accept before you fall in love with a programme.
  • Get the waiver in writing. An email from the admissions office beats a line on a third-party website.
  • Secure the PAL or TAL. Your institution issues it. No attestation letter, no permit.
  • Build the funds trail early. Four months of statements means four months. Large unexplained deposits invite questions.
  • Write a specific study plan. Explain why this programme, why Canada, and what you will do with it in Pakistan.
  • Submit biometrics quickly. Processing does not start in earnest until they are captured.
